Similar to most jumpers, this mini shunt jumper allows you to jumper two 2.54mm spaced pins. Such pin configurations are often used to change or enable settings and peripherals on development boards.
It's a run-of-the-mill shunt jumper rated to 500V and 3.0A. But what makes it cool is the little ergo-tab at the top. It makes it much easier to grab the jumper when moving it. It might not sound like much, but it does make things that much more convenient.
